The management of the union and autonomous republics, their rights, social, political, economic, and cultural life was mainly assigned to local leadership cadres, but their activities were inextricably linked with the party, the government of the union, and strict control was established over cadres, lawlessness was created by the group, the highest governing bodies received a lot of statements from unreasonably accused people and their family members. However, these statements and complaints were practically not checked and were sent back to the same Gdlyan group.
